The Council for the Protection of Rural England (CPRE) and the National Association of Local Councils (LALC) appoint Globe to deliver a series of training events in Lincolnshire.
The Council for the Protection of Rural England (CPRE) and the National Association of Local Councils (LALC) have appointed Globe to deliver a series of evening training events in Lincolnshire under the title “How and why to effectively engage with the planning system”. Facilitated by the Lincolnshire Association of Local Councils, Globe will be delivering training events in the Grantham, Spalding and Horncastle areas, aimed at CPRE members, Town and Parish Councils and members of the public.
Each event will address issues including;
- An introduction to the planning system.
- How to influence and effectively engage with the planning system.
- Local opportunities on offer for communities to engage with the planning process.

No dissenters from Committee to exciting leisure development in Lincolnshire village as Globe wins approval.
West Lindsey District Council voted in favour of an exciting new leisure development at Cherry Willingham which will see a new 220 berth marina, boating facilities, a restaurant/hotel, holiday accommodation and public open space. No Councillors voted against the plans and welcomed the proposed investment as entirely good for Cherry Willingham, the District and Lincolnshire. Whilst there has been some local opposition (as one may expect from such a significant proposal) the overwhelming view of all parties has been supportive. The development would also deliver highways investment to include traffic calming along the main road that runs through the village as there is widespread concern that speed limits are regularly ignored. Unrestricted access to the riverbank is also a key part of the plan to overcome current restrictions on local people gaining convenient access to the river and the Viking Way.
There has been a great deal of hard work invested in getting to this point but, as always, the decision to grant planning permission is only the first major hurdle to be crossed. There is much more to be done but all parties can now look to take this investment forward optimistically.

CDI Alliance and Globe have been appointed to provide a two year framework for Lincolnshire digital businesses.
November will see the start of an exciting new commission to develop and provide business support for Digital Businesses located in Lincoln, Boston and East Lindsey.
Working for Lincolnshire County Council’s ‘Digital Revolution’ project, CDI Alliance and Globe will be delivering the programme of networking, business support and seminars proposed in our recent tender response to support digital businesses.
The programme which will include 20 organised events over the next two years along with a large number of less structured interactions and business support sessions, will commence in January 2012.
The Online Revolution project is part financed by the European Union.
End to town’s parking woes?
Businesses and Shoppers alike breathed a sigh of relief as news of a planned new car park in the historic market town of Spilsby in Lincolnshire filtered through. Working on behalf of Robin Hood Parking Limited, Globe were successful in obtaining planning permission for an initial three year period for a new surface car park in the heart of the town centre. The new car park will tidy up the derelict Jackson building centre off the High Street and will provide much needed car parking a stone’s throw away from the shops and restaurants in the primary shopping area. With the new car park set to open in time for the busy Christmas shopping period, this year, Christmas will really come early for local businesses as more and more people are encouraged to visit this pleasant market town.

More Successes!
Globe has won permission for the extension and adaptation of a house in a Greenwich conservation area following the Council’s refusal. The Inspector agreed that the proposals were not inconsistent with planning policy and recognised that the proposed changes would “add some interest and character to an otherwise mundane building”.
Globe, working with Neil Cawley RIBA, has gained planning permission for the redevelopment of a sensitive site in the centre of a picturesque Lincolnshire village. The former filling and service station site sits within the centre of the conservation area and is surrounded by listed buildings. The approval facilitates a development that will deliver ten new ‘cottages’ in this premium location.
Globe is delighted to have played a key part in winning permission for J D Wetherspoon to open a new pub in Lymington, Hampshire, following a highly controversial refusal 12 months ago.
Just a year after New Forest District Council's refusal to allow J D Wetherspoon to convert a Lymington shop into a pub prompted a national newspaper to pose the question "is this Britain's snootiest town?" the same Council's planning committee has now reversed its decision - and Globe is delighted to have played a key part in the process.
When permission was refused in September 2010, the council's reasons for turning down the proposal, despite its town centre location, included concerns about its impact on the neighbouring parish church, anxiety that might be suffered by residents of a care home opposite, loss of biodiversity and possible harm to the character of the town centre conservation area. J D Wetherspoon and architect K D Paine Associates asked Globe to coordinate and lead the submission of a second application and a series of community and stakeholder consultation meetings to explain exactly what was proposed and how worries expressed by the council were being addressed.
The proposed pub has certainly divided opinions in Lymington with the council receiving a 1,000 signature petition in favour, over a hundred letters of support and over 900 letters of objection. When reported to the committee on 14th September, the second application had, apparently, satisfied most of the original concerns. Despite this, the recommendation was again to refuse permission, mainly because of continuing fears about impacts on the care home. Planning committee members heard from a number of supporters and objectors and debated the application - sometimes heatedly - for well over an hour before finally voting by a large majority to grant permission, against the recommendation.
J D Wetherspoon's commitment to working with the local community and, especially, near neighbours and, pursuing a policy of responsible management, has been emphasised throughout and the firm is keen to put the dispute behind it and work with the people of Lymington in taking the new pub forward.

Globe’s processes and systems receive clean bill of health with the award of ISO 9001
In our continuing efforts to ensure that our service to clients is as good as it can be Globe opened up its systems and processes for external independent assessment as part gaining ISO 9001. The assessment was initiated and coordinated by Globe’s Business and Quality Manager, Lizzy Spurr, and we are pleased to be able to announce that the assessment was successful. Our work will continue to be monitored by independent assessors to ensure that clients continue to receive a quality assured service.

District Council votes unanimously in favour of investment to deliver a contemporary new Spa facility in a sensitive historic setting.
Globe has won consent for the owners of the Simpson’s Spa to expand its facilities in the grounds of Branston Hall. Working closely with Core-architects the proposal overcame initial concerns relating to the capacity of this very sensitive site to accommodate development of the scale necessary for this successful business to continue to grow. The solution, which includes a natural stone modern pavilion building linked to existing facilities by a ‘garden wall’ off which additional treatment rooms are located, was granted Planning Permission and Listed Building Consent by North Kesteven District Council on a unanimous vote.

Appeal success paves way for major new retail development in Louth, Lincolnshire.
After working hard for more than 3 years to get planning permission for a new retail development on the edge of Louth town centre, Globe was delighted to receive a favourable appeal decision this week (28th March 2011).
Allowing the appeal and granting permission for the Queen Street development, which includes 15,000 sq ft of retail floorspace, doctor’s surgery and office accommodation, the Inspector, George Mapson, commented that:
“...integrating a development of this size and complexity into any conservation area is a significant challenge. The design process has been painstaking and the final scheme can claim some success. As English Heritage points out, the proposed new buildings share a scale with the nearby houses and are a clear improvement on the existing buildings. The scheme also preserves and puts to a new use existing buildings that contribute to the distinctive character and appearance of the area”.
Globe has worked closely with architects from Archial’s Leeds office to achieve this positive result for developer client Park Broom.
Over the past few years, Louth has featured prominently in national news coverage of the impact of “out of town” superstores on traditional market towns being cited as one of the few that has “escaped” so far. By providing new retail space adjoining the existing town centre, this development should please those who are fighting to “Keep Louth Special”.
Globe appointed to undertake study relating to refurbishment of Lincoln’s Cornhill.
Globe has been appointed by Lincoln Business Improvement Group to undertake study relating to long term strategy and short term investment in delivering townscape improvements at Lincoln Cornhill. The study will examine existing shortcomings in how the space is used, opportunities for more effective and valuable use, and recommend investment in the landscape of the area over the short term as well as reaching recommendations towards a longer term vision.
Globe commissioned to support a project to develop a Borough wide sustainable arts offer.
Globe’s current work for Darlington Borough Council has been extended to support a wide ranging project to develop a sustainable arts offer for Darlington. The work will include facilitation for both council and community task groups and an appraisal of the towns existing Arts Centre.

Globe reports a 100% success rate in February with appeal wins for rural and inner city developments.
Planning permission has been granted on appeal for an infill dwelling in Brent, London. The inspector accepted the significant challenges to be faced in making beneficial use of a small unused site with a street frontage and concluded the simple, contemporary design was the most effective design solution.
Planning permission has been granted for an agricultural storage unit on the edge of a Lincolnshire village. The approval will now ensure that the activities on this horticultural holding can continue after being severely threatened by the District Council’s decision to refuse the proposal in its required location.

Doncaster Metropolitan Borough Council appoint Globe to support the development of a new venue for the performing arts.
The project is being delivered as part of the first phase of a major Civic and Cultural Quarter masterplan for the town. The new performance venue, due to open in 2013 on the south side of Doncaster town centre, aims to offer new opportunities to communities and businesses in the area. Globe will work closely with the venue’s development team to undertake a collaborative programme planning initiative which will underpin a distinctive cultural offer with local appeal, and a strong regional and national profile.
Globe is pleased to have successfully secured planning permission for a quality residential scheme on a difficult and sensitive site outside of the settlement limit.
The site was within the Conservation Area of a Nottinghamshire village. The site was also located within an identified flood plain and juxtaposed with Grade 2 Listed Buildings.
The successful outcome was the result of extensive and constructive pre-application dialogue with the Local Planning Authority and other key stakeholders winning near unanimous support when considered by the Councils Planning Committee.

London Arts in Health Forum appoint Globe to support the development of a National Forum for Arts and Health.
On behalf of regional partners, London Arts in Health Forum (LAHF) have appointed Globe to undertake work that will inform the realisation of a National Arts and Health Forum, if this is feasible. Working closely with all of the regional partners across England, to deliver the first phase of a wider brief, the work will be informed by workshop activity in Liverpool and Bristol to explore the partners ambition to develop a federation of regional interests, alliances and sub-national collaborations. The project commenced with a lively meeting hosted by LAHF at the St. Bride Foundation in Fleet Street to explore the scope of a national forum.

Globe Consultants Limited has been commissioned to lead a consultant team in the preparation of a feasibility study for redevelopment of the Tentercroft Street City Centre Masterplan Intervention Site in Lincoln.
Tentercroft Street is one of a number of key intervention sites identified in the City Centre Masterplan where development has been earmarked to help realise the overall vision for the City. The site incorporates land south of Lincoln Central railway station, including various commercial properties, a surface car park and former coal yard. The site is at the transition between of the railway, the city centre and the residential areas to the south, and new development here needs to better connect with the adjacent areas.
The study, jointly commissioned by City of Lincoln Council, Lincolnshire County Council and Lincolnshire Co-operative Society, will test the principles identified as part of the City Centre Masterplan, taking account of emerging proposals for a new East/west road link through the site and translating this all in to deliverable development options.
Darlington Borough Council appoint Globe to assess the feasibility of the proposed Darlington Cultural Quarter.
Globe have been appointed by Darlington Borough Council to carry out a feasibility study for the proposed Cultural Quarter as part of the Borough’s developing strategy for the Town Centre Fringe. The potential quarter and development of the Town Centre fringe is seen as “a once in a generation opportunity”.
The study area, which is adjacent to the developing Teesside University campus in Darlington and an emerging office quarter, will be the focus of a ‘Culture Map’ and draw inspiration from best practice across the UK and Europe, to respond to the key themes and questions posed by the Council’s brief.

Globe Consultants travel to Germany as part of the Academy of Urbanism’s UK delegation to the signing of The Freiburg Charter on sustainable urbanism.
As the highlight of its tenure as The European City of the Year for 2010, the City of Freiburg is hosting a special event with The Academy of Urbanism to explore and promote sustainable planning and development.
As part of Globe’s commitment to sustainable planning, Associate Director - Culture, Ann Wallis will be one of the Academicians present at the signing of The Freiburg Charter on sustainable urbanism with Green Party Mayor, Dr. Dieter Salomon.
Renowned for decades as one of Europe’s greenest cities, Freiburg has an important story to tell about post-war reconstruction, challenging conventions, innovating new directions in transport and energy, and maintaining its momentum to become an extremely liveable environment that combines tradition and modernity.
The Freiburg Charter dimension will include a presentation of key principles of sustainable urbanism by city-planner Professor Wulf Daseking, carefully crafted into a wider approach for all towns and cities, yet drawing from the Freiburg experience. There will be participatory discussion of the charter content, before a formal signing of the Charter.
Globe commissioned by Rossendale Borough Council to work alongside the Community Leisure Association Whitworth, developing options to increase profitability at the Riverside Centre.
Globe is pleased to be working for a new client, Rossendale Borough Council in Lancashire. The Council’s Place Directorate has accepted Globe’s consultancy tender to work with the board of Community Leisure Association Whitworth (CLAW) on an operational business plan for the Whitworth Riverside Centre which was built in 2006 following a fire at the site’s previous facilities. Seeking to implement recommendations from a recent leisure review carried out by Knight, Kavanagh and Page, the Globe team will work closely with council officers and members of the CLAW board, who also manage the Whitworth Leisure Centre.

Globe commissioned by Darlington Arts Centre and Darlington Primary Care Trust to prepare an options appraisal and 3 year development plan for the ‘Open Art Studio’ initiative.
Globe has been commissioned by Darlington Arts Centre and Darlington Primary Care Trust to review the ‘Open Arts Studio’ initiative and provide the client with an options appraisal and 3 year development plan. At this early stage we anticipate that the development plan is likely to address:
- Pathways for development for individuals (e.g. members, artists, volunteers) and organisations (e.g. Darlington Arts Centre, PCT, partner organisations)
- Key health and well-being determinants and desired outcomes
- Strengthening the offer – both core and outreach arts provision
- Opportunities for partnership development
- Promotion and market expansion
- Pen portrait studies of a sample of successful models of relevant creative programmes drawn from across the NE and beyond
‘Open Arts Studio’ is a local authority initiative providing improved health and well being through quality arts experiences for people with mental ill health.
Regeneration project secured
Outline planning permission has been secured for the regeneration of a former brickworks at Waddington, nr Lincoln. The successful and innovative residential led scheme also provides for establishment of an 8 hectare Nature Reserve focussed on the enhancement of an existing lagoon.
Lincoln Rugby Club granted planning permission
West Lindsey District Council have granted Lincoln RFC planning permission to build a new clubhouse and playing area on 32 acres of land on the edge of Nettleham. The proposed clubhouse will have six changing rooms as well as a bar and social areas. The playing area will allow for up to four full size pitches and seven smaller junior and mini pitches.

Scoping Report for Peterborough’s Local Economic Assessment
Globe Consultants has completed a Scoping Report for Peterborough’s Local Economic Assessment commissioned by Opportunity Peterborough who are leading on the requirement to develop a Local Economic Assessment (LEA) for Peterborough.
Globe worked with a range of local contacts, identified in partnership with Opportunity Peterborough, to explore and understand the potential opportunities that the LEA could offer to Peterborough. In particular, the scoping discussions aimed to identify what local economic information exists, key partners, and important factors to the local economy that need to be incorporated into the Assessment.
The scoping process culminated in a workshop which was delivered jointly with Globe Consultants’ frequent partners Rocket Science UK. Globe’s final report bringing together the range of issues and information captured through the scoping process, along with a digest of available data was received and signed off by the client. Globe would like to thank all those who contributed to the Scoping exercise and in particular Binal Karia, Opportunity Peterborough’s Business Intelligence Manager for her assistance throughout the contract.
Successful proposal safeguards important 19th Century Cottage
Globe has successfully gained planning permission for development on a sensitive village centre site at Welton. The site comprises an important historic cottage along the street frontage which sits alongside and provides the foreground to the listed church and churchyard. Permission is for two new dwellings within the site and a significant extension which will transform this historic building into a very attractive modern family home.

Successful appeal at equine centre
Globe has successfully appealed a refusal for roadside advertisements associated with the Bishop Burton College, Beverley, a centre of vocational excellence for agriculture and equine studies. Concerns relating adverse impacts on both road safety and visual amenity were shown to be unwarranted.
The Academy of Urbanism
Globe director Russell Wallis has accepted an invitation from the Board of Directors of the Academy of Urbanism to become an Academician. The invitation follows Russell’s nomination by Jon Phipps of Latham Architects. The Academy is a high level, cross sector group of organisations that champions – through discourse, research, education and awards – the cause of good quality urbanism throughout Britain and Ireland.

Globe learns of three separate appeal successes
Globe learns of three separate appeal successes. An appeal relating to a barn conversion scheme has been upheld as an “exemplary approach” for conversion to two dwellings in the open countryside. A separate appeal in Lincoln related to the Council’s failure to relate highway infrastructure demands, in relation to a community youth project, to the proposed investment and this has led to the deletion of the ‘unreasonable’ condition. Finally, a proposal to extend a dwellinghouse in a village just south of the city was found to meet with all relevant local policies and supplementary guidance despite a delegated officer refusal. The appeal is allowed and permission granted.
Lincoln Consultancies Merge to form Globe Consultants Limited
Lichfield Planning’s Lincoln team will join with Economic Development consultancy, Globe Regeneration Limited when the two Lincoln-based firms merge in April 2010 under the new name Globe Consultants Limited. Globe Consultant’s board will be made up of Globe Regeneration’s Managing Director Russell Wallis and Lichfield’s two Lincoln-based Partners Steve Kemp and Phil Scrafton. The new board will build on the strong foundations each business has established in recent years and the new structure will include a shareholding staff trust in recognition of the key role played by all the team members bringing both businesses to this point.
The company’s new name, Globe Consultants Limited, reflects the broader offer of the enlarged business, combining substantial planning and design capability with expertise and experience in economic and community development, research and regeneration.
